 ECONOMIC AND ENVIRONMENTAL DEVELOPMENT

  • The agricultural dimension:

The agricultural product is a basic need and a strategic commodity whose great importance appeared for countries in times of international conflicts and natural disasters. Therefore, a process of producing agricultural products began and a market is opened to create an integrated state of independence and self-reliance and to achieve the desired development goals.

  • Industrial dimension:

 Industry raises the standard of living in society by providing job opportunities and jobs for the human force and contributes significantly to increasing the gross domestic product of countries and bringing about stability in the trade balance.

 

·       Environmental dimension: There is a close relationship between development and the environment. Development is based on environmental resources, and development cannot take place without environmental resources. Therefore, the violation of resources in terms of their corruption and mismanagement will have negative repercussions on the development process and the violation of its objectives. The scarcity and diminishing of resources will also affect development, so a policy must be adopted. A balanced environment that reflects positively on the planned development process.·       Entrepreneurship and business:Entrepreneurship is a major tool for sustainable development, and the development of entrepreneurship has a major role in achieving and activating sustainable development. Here, it has become necessary to adopt the philosophy of entrepreneurship and business to achieve sustainable growth, and to secure and create a suitable ground for entrepreneurship in order to achieve positive complementarity between entrepreneurial projects and sustainable development.·       Energy:Renewable energy is considered the essence of sustainable development, as it constitutes one of the basic resources on which many aspects of human life depend. So it is necessary to ensure the sustainability and continuity of the necessary and sufficient amount of it to meet its current needs, as well as future needs in an equal manner and under a clean environment that achieves sustainable development .·       Investment and financing: Globally, investments of between $5 and $7 trillion are needed each year to implement the SDGs. Some progress has been made in mobilizing resources for the SDGs, but more is needed. The financing that is pledged for future contracts and investments does not meet the need to achieve the desired development goals, and the financing required is much greater than that of the investor.·       Partnership between the public and private sectors: The adoption of partnership between the public and private sectors creates a mixture of practical experience and government support and raises operational efficiency in implementing important economic projects. This is emphasized by the studies that have shown that the private sectors are approximately 30% more skilled in dealing with the operational processes of projects, which is positively reflected in improving the performance of any. Therefore, complementarity between the two sectors in development projects through partnership will contribute significantly to reducing the development gap and will activate the national economy and create better job opportunities.

Local Administration·  

     Local Administration Governance:Achieving the goals of sustainable development requires applying the principles of local administration governance, activating the role of citizens, and ensuring a more effective participation of civil society institutions at the local level. Therefore, applying the principles of local administration governance in terms of accountability, shifting to decentralization, transparency, setting a strategic vision, speed of response, efficiency, effectiveness, justice, equality, and the rule of law.

  • The role of the administrative governor in development:

The administrative governor plays a prominent and important role in the development process in the unit he manages by overcoming the difficulties that hinder workflow, developing work in a team spirit, training workers in development units according to training needs, utilizing available resources in the governorate to the best possible degree, and taking what is necessary to develop the infrastructure In the province and reduce conflict and duplication of work and coordination between the various local councils in the implementation of joint projects. It also plays a role in the process of development through direct supervision of governorate projects, participation in preparing governorate budgets, improving the quality of services provided to citizens, monitoring projects in local councils, controlling financial spending in local councils, and monitoring the implementation of legislation by local councils.

 ·       The role of municipality councils in development:The developmental role of municipality councils goes beyond their usual service role of cleaning and paving streets, organizing and others. Municipal councils should play roles in multiple sectors such as tourism, agriculture and industry by presenting the advantages enjoyed by the municipality, highlighting its problems, providing solutions to it. Councils should also attract investment by highlighting the advantage of the affiliated areas, providing facilities and overcoming difficulties.

 

  • The role of governate councils in development:

The idea of ​​decentralization councils is a pioneering idea to bring about sustainable development in projects that directly influence the lives of citizens. The decentralization councils can provide an opportunity to enhance communication between the citizen and the executive authority, which contributes to consolidating trust and understanding the needs of citizens and responding to them in order to improve the quality of the services provided and reduce their cost. The decentralization councils provide the ability to implement flexible policies through which they can face developments and adapt with them, and contribute effectively to reducing corruption, enhancing transparency, and helping to achieve the best use of resources through economic empowerment of the various segments of society. In short, these are the requirements for achieving the desired sustainable development.

Community Integration

Promoting the social inclusion of individuals and diverse groups in society is achieved by creating an inclusive environment to encourage the community to actively participate in social, economic and cultural life. This requires the inclusion of all segments of society, regardless of their backgrounds by  enhancing coexistence and interaction between different members from all walks of life. This is achieved through the following: ·       Social justice: A concept that seeks to achieve equality and justice in the distribution of resources and opportunities among members of society, regardless of their differences in gender, age, race, religion, social class, purchasing power, abilities and skills. Social justice includes working to remove unjust economic and social conditions that affect the opportunities of individuals and limit their capabilities. It also includes reducing the gaps between different social classes and reducing discrimination, racism, exclusion and poverty.·       Community participation: It is one of the most important concepts pursued by countries and international organizations in order to achieve sustainable development. Community participation means the involvement of community members in the decision-making process and its implementation. It is based on the idea that sustainable development can only be achieved with the participation of all members of society, and enabling them to play their positive role in achieving development goals. It helps to enhance transparency, good governance and enhance trust between community members and government institutions, and NGOs. It also helps to improve the quality of public services provided to the community, reduce poverty and promote social justice.·       Refugees: In this particular time, it becomes important to support individuals who need asylum and integrate them into host societies. Universities, governmental and non-governmental institutions can work with refugees to provide education, training, job opportunities, basic services, and psychological support to facilitate the process of integration and adjustment in local communities. Successful community integration can reduce tensions and discrimination and promote stability and peaceful coexistence in communities.·       The elderly: The role of the elderly is very important in achieving community development, as they have experience and wisdom that make them able to identify needs and problems in society and provide appropriate solutions to them. In addition, the elderly represent an important workforce, as they can contribute in areas such as education, training, volunteer work and social assistance. Through the community participation of the elderly, development opportunities can be provided for them and at the same time comprehensive development of the entire society can be achieved.·       Women: There is an urgent need to achieve gender equality and provide equal opportunities for women in local communities. Government and private institutions work hand in hand to provide women with financial support, training, education, health care and other services to enable them to access the job markets. ·       Youth: To socially activate the youth and integrate into social, economic and cultural life requires creating a stimulating environment. This environment will enable them to participate in decision-making and community development, as this is based on several axes, including (providing education and training, encouraging entrepreneurship, identifying youth needs, encouraging political participation). ·       Persons with disabilities: Statistics indicate that there are about one billion people in the world who suffer from various disabilities, and this constitutes about 15% of the total population around the world. In order to achieve the social inclusion of persons with disabilities, societies must provide them with the necessary support to adapt to their surrounding environment and interact with others in a positive manner. This can be achieved by providing the necessary facilities, services, and equipment for persons with disabilities in local communities, including buildings, transportation, public facilities, and others. 

Political and Social Development

 Political Partiesare considered the cornerstone of political development, as they undertake the task of establishing a political idea and building a solid base for participation in decision-making. It is important that there be real democracy in the process of forming parties, because it contributes to the representation of different segments of society. Parties exist in different countries with moderate right, left, and center orientations, and this diversity makes them in line with the orientations of society and represents it fully, which makes it able to cover all segments of society regardless of their party affiliation.

 

Health: Some factors pose a major challenge to the health system in general and the Ministry of Health in particular in meeting the growing expectations of the population which in turn increases the demands  for health services. The health sector is affected by a number of factors such as the typical shift in diseases in Jordan, which means low rates of communicable diseases, high prevalence rates of noncommunicable diseases, and the presence of Refugees. In addition to the expected increase in the percentage of the population, especially the youth and the elderly, and the increase in health care costs in light of the economic situation that faces many financial and economic crises.

 Poverty and unemployment: stimulating sustainable local and human development and improving the living conditions of citizens by increasing their productivity and local communities in general and focusing on the poorest in particular and the unemployed, and working to enhance the productivity of the various groups of Jordanian society with a focus on the groups most in need (women, youth , the poor) and the less fortunate and poor areas and contribute to meeting the urgent needs of the local community in terms of infrastructure and services, which have a direct impact on the target groups.

 

Ethics and values ​​are of great importance in achieving a kind of social stability, in which the prevailing moral rules in society are respected. Conflict with respect for prevailing moral rules, and then the impact of values ​​and social control has been greatly weakened.

 

Sustainable Tourism Development

Tourism development is considered one of the important methods for achieving integrated economic development by creating a kind of harmony and compatibility between the various production and service sectors to achieve progress and economic growth.

Tourism Programs: Our tourism programs are characterized by their attractive diversity and their inclusion of the most preferred tourist destinations, with attention to the smallest details and securing the best price offers to suit all segments.

Tourism awareness: Community awareness is considered the first step in tourism development because of the great benefits of tourism. Therefore, the importance of tourism and its benefits is highlighted through holding workshops, conferences and promotional materials or through presentations On archaeological and tourist sites.Tourism marketing: It includes information offices, tourism offices and companies, expenditures for printing tourism pamphlets and posters to serve media and tourism marketing.

Tourism investment: the productive capacity directed to the formation of the physical and human tourism capital, such as building hotels, tourist cities, universities and tourism institutes that support tourism. Creating appropriate conditions to facilitate national and foreign investments in the field of tourism. Such as providing tourism goods and services at reasonable prices.Tourism industry: It is a business in the field of manufacturing commodities, antiques, materials, and devices that serve tourism activity, such as copper, gold, silver, woodcarving, some household items, and rugs with beautiful patterns that meet the needs of tourists, and provide job opportunities for both tour guides, hotel employees, bus services, restaurants, and so on.Tourism infrastructure: It consists of basic services, road system, transportation, accommodation, cultural and recreational activities services, a network of shops and tourism protection services. In addition to facilitating the process of access, as well as providing good, developed and open communications.

 

Cultural development 

Cultural programs: Cultural programs are an important source of providing society with information, knowledge, experience, and access to culture in all its fields. These programs have helped educate communities in the social, educational, cultural, administrative, economic, religious, sports, and political fields, as well as developing the knowledge and experiences of societies through the transfer of social, cultural, economic, and scientific heritage. From one generation to another and from one people to another.

 

Cultural Awareness:Awareness and culture are two flexible terms related to the social nature of man, its development, and his creative and scientific activities, and dissemination of culture through advanced means keeping pace with modern technology.Talent development and management:Talent management aims to attract and retain highly qualified employees, develop their skills and improve their performance in order to reach a motivated workforce that will remain with the company in the long term.

Culture and the promotion of community cohesion and partnership with community institutions:Community participatory is considered the basis of any development effort aimed at advancing society, improving work and improving the quality of life. The Ministry of Culture cannot work in isolation from everyone, but rather works in partnership. One of the goals of voluntary civil society institutions, especially cultural ones, is to work on developing human capacities, organizing them and directing them to serve The local community, in addition to raising the cultural and social level of the members of the community, civil society institutions have a major and essential role in preparing and raising an educated and conscious generation that feels responsible towards its homeland and society, practicing life.

Training: It is considered the third pillar of human development concentrating on acquiring skills in various fields, which have a major role in raising the level of job performance of workers to bring about sustainable development that reflects positively on the national economy.4 . Occupational safety and security: Preserving human safety and health in the field of work by providing a safe environment free of accident causes to preserve humans beings safety, raise the level of job performance and achieve sustainable development 5 . Development and change: In light of a changing environment and the intense competitive situation, organizations have no choice but to survive in the market through continuous development and change processes, which are the only guarantee for organizations' competitiveness to achieve their goals and to achieve sustainable development.
