يطمح برنامج بكالوريوس التربية الخاصة في جامعة جرش أن يكون رائداً في إعداد معلمين أخصائيين في التربية الخاصة ملتزمين بتلبية الاحتياجات التربوية والفردية المناسبة للطلبة ذوي الإعاقات- والموهوبين والمتفوقين في ميدان التربية الخاصة. كما يطمح البرنامج إلى تحسين نوعية الحياة لهم وتقديم أفضل الخدمات الممكنة.

تتمثل رسالة برنامج التربية الخاصة في سعيه لإعداد معلمين متخصصين في التربية الخاصة قادرين على تطوير خدمات هذا الحقل من خلال تركيزه على مبادئ وفلسفة التعليم الجامعي ودمج خدمات التربية الخاصة والتربية
